5a  The 480 years
From the Exodus to the 4th year of Solomon’s reign (see 1 Kings 6:1)

My view

a.  Anstey is insisting that the 594 years are all in series except where Samson is in parallel with the 40 years of Philistine oppression.  He invokes a non-standard subtraction theory wherein the 114 years of oppressions which include the 40 years of Philistine oppression (which also include the 20 years of Samson within the 40 years of Philistine oppression!) and therefore, Samson and the Philistines are simultaneously subtracted out in one blow!

b.  Another little problem is that Samuel’s ministry is considerably longer than the 20 years he is credited with by Anstey, but this is explained by the supposed 20 years of Samuel’s “sole ministry” between Eli and Saul.  These 20 years of Samuel are “substantiated” by 1 Samuel 7:2 which speak not of Samuel but of when the Ark remained in Kireath-jearim.  These 20 years are not a specific part of Samuel’s personal chronology although Samuel was certainly present during this time.  It is a bit of a stretch to assign these 20 years directly to Samuel when the 20 years are mentioned not with Samuel but with the Ark and Israel’s lamentation.

c.  Another little problem is that Anstey only assumes that Eli and Samuel’s total of 60 years were in series between the end of the Judges and the monarchy of Saul.  There is circumstantial evidence that points to the fact that Eli and Samuel were in parallel with the last judges and with the transition to Saul.  In fact, it is explicit that Samuel’s ministry and the reign of Saul were almost totally parallel.

d.  Anstey tries to support his purely linear idea with another idea that holds that the 450 years of Acts 13:17-22 goes forward from the “destruction of the seven nations” to Samuel, when there is another well known translation that these 450 years go forward from the birth of Isaac to the “destruction of the seven nations.”  These two views are just opposite to each other (mirror images, so to speak) and Anstey is using a disputed text to support his already dubious subtraction view:

KJV, Acts 13:20  “And after that he gave unto them judges about the space of four
hundred and fifty years, until Samuel the prophet.”

ESV, Acts 13:20  “All this took about 450 years.  And after that he gave them judges
                                    until Samuel the prophet.”

e.  James Ussher, by the way, who lived in the era of the King James Version (KJV, 1611), came down on the side of the English Standard Version (ESV, 2001)!  See Annals paragraph 338.

f.  Anstey’s subtraction theory of discounting the 114 years from 594 in order to arrive at 480 is another mathematical impossibility that he attempts to propound as a valid mathematical principle, i.e., 594 “literal years” less 480 “theocratic years” = 114 discounted years.  Anstey is trying to get us to believe his scenario wherein it is plainly easier to say that Eli and Samuel’s ministries were parallel to the end of the judges and the beginning of the kings, that is, wherein the death of Samson, the last judge, touched the coronation of Saul, the first monarch with Eli and Samuel in parallel.  I do not see a problem with this, yet, but I see multiple problems with Anstey’s view.
